Regulatory Analyst (2)
Â
Plains requires two Regulatory Analysts in our Regulatory team to support internal and external regulatory initiatives and requirements. Reporting to the Regulatory Manager, the successful candidate will have a solid understanding of Canadaâs regulatory framework throughout various jurisdictions and a background in the oil and gas industry.Â
Responsibilities:
- Monitor and identify new and amended legislation and regulation affecting PMCâs operations;
- Assess and communicate the impact of new and amended legislation and regulation changes to internal stakeholders, ensuring the changes are implemented in PMCâs operations and Procedures, as required;
- Monitoring, coordination and filing of regulatory reporting requirements;
- Maintenance and communication of operational licenses, permits, orders, and approvals and associated conditions and obligations;
- Participate in internal and external audits and inspections;
- Establish and maintain positive communications with regulatory bodies and personnel (written and verbal);
- Assess regulatory impacts on projects, identifying requirements, timelines, risks, and budget;
- Preparation, coordination, review and filing of regulatory applications and filings within project scope, parameters and time lines;
- Provide analysis, interpretation and guidance respecting regulation and legislation applicable to PMC operations;
- Educate and mentor internal staff on regulatory requirements;
- Identify systems and/or processâ to meet regulatory obligations; and
- Identify noncompliance in operations, and develop and execute plans to correct instances of noncompliance.
Qualifications:
- Understanding of the Canadaâs regulatory framework along with working knowledge and experience with Federal, Saskatchewan, Alberta, Manitoba and Ontario regulatory agencies (i.e. ERCB, AENV, MER, NEB, SRD, SERM, DOT);
- Degree or Diploma in related discipline is preferred;Â Â Â
- Three to six yearsâ experience in the industry working in a regulatory capacity;
- Highly developed verbal and written communication skills;
- Excellent computer skills, including Microsoft Office applications (Word, Excel, Outlook, PowerPoint), Industry applications (Abadata, Accumap, etc.);
- Self-starter who is able to quickly grasp engineering design, operational, and integrity concepts and communicate them to internal and external stakeholders;
- Willingness to work flexible and occasionally extended hours to ensure compliance and meet deadlines;
- Solid judgment when dealing with sensitive issues; and
- Willingness to travel to field locations.
