The Saskatchewan Liquor and Gaming Authority is seeking an experienced and self-motivated leader who can build a positive and productive work environment with strong customer service, communication, and relationship management skills, to lead the Financial Planning and Forecasting team. Reporting to the Director, Financial Services, the Manager's primary responsibilities include overseeing billing and accounts receivable and completing budget development and forecast processes. The Manager is also responsible for the supervision of a team of five direct reports. Core Competencies (Job Family – Managers) Accountability (Level B) – Holds team members accountable and clarifies expectations Communication (Level B) – Adapts communication Customer Service Excellence (Level C) – Builds customer relationships and identifies required improvements to service delivery Adaptability (Level C) – Anticipates future needs/changes within the work environment Teamwork (Level B) – Leads and develops the team Leadership Competencies (Job Family – Managers) Leading & Developing Others (Level A) – Sets employee expectations for performance and development Leading Change (Level B) – Builds commitment to change Strategic & Operational Planning (Level B) – Provides leadership and direction at a branch/regional level Job Duties Responsible for SLGA’s Billing/Invoicing and Accounts Receivable processes and system and assists with projects that impact customer billing/invoicing, customer payments and customers ability to view invoices and statements Oversee direct customer service to all retail store permittees and liquor suppliers for issues relating to billing, pre-authorized debit or credit card payments and electronic billing Monitor the aging receivables, works with staff to resolve payment issues, works with other divisions on customer issues, oversee the creation of credit card account integration for the financial system Develop and implement policy and procedures related to Billing/Invoicing and Accounts Receivable Work with the Director to ensure SLGA’s budget package is in compliance with direction provided by Treasury Board SLGA’s liaison with the Treasury Board analyst on details of the budget submission or forecast and provides additional historical or estimated details in support of the budget/forecast and to ensure agreement with Treasury Board of the facts and figures Responsible for the annual capital budget submission including presentations and subsequent requests for information related to the capital items Provide information for inclusion in the strategic planning and aligns funding requests with the strategic plan Provide projections and estimates for directors and executive on programs up for discussion or proposed budget changes or for estimates used for forecasts based on external factors such as Bank rates, CPI, etc Responsible for the allocation of budget after approval and detailed loads to systems for future budget variance reporting. Responsible for the daily cash flow balances to the Ministry of Finance for investing/borrowing calculations and SLGA’s monthly payment to the General Revenue Fund. SLGA Financial Representative on the SLGA Joint Board of Trustees for the Health Plan and Project Planning Committee. Assist in development of processes for systems that input information into the financial system; these include the liquor wholesaling, regulatory, and licensing applications within SLGA. Required Technical Knowledge and Qualifications A diploma or degree in Business Administration or Commerce supplemented by several years of progressive work experience related to budgeting, forecasting, and/or accounting A Certified Professional Accountant (CPA) designation is required for the position. Certified Purchasing Manager (CPM) and Supply Chain Management Professional (SCMP) designations considered an asset In-depth knowledge of information technology systems, especially financial accounting systems and software in use within the organization to ensure adequate integration across systems and internal controls available in information systems In-depth knowledge of and the ability to analyze and apply advanced accounting principles, practices and techniques to ensure corporate activities are performed in accordance with professional standards In-depth knowledge of internal control frameworks and options available for the implementation of controls in both an information system and manual business processes. Knowledge is at a level to explain concepts to uninformed users and knowledgeable users Knowledge of the application of financial and accounting standards, including generally accepted accounting principles (GAAP) and international financial reporting standards (IFRS), in addition to procurement standards Knowledge of government processes, standards, contracts, procurement and all related legislation Knowledge of records management best practices and applicable legislation Ability to explain concepts to uninformed users and educated users in a manner that is clear and understandable Advanced written, oral presentation and negotiation skills to ensure procedures, requirements and information is communicated, understood and implemented in a manner to add value and improvement to systems and business operations Project management skills to ensure systems development and integration as well as continuous improvement projects are completed within established deadlines and designed to meet business requirements Working Conditions Office environment/setting Travel as required Onsite Classification: MCP08 ($92, 628 - $120,396 annually) Benefits: SLGA offers a comprehensive benefit package SLGA is committed to achieving a representative workforce.
