Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. Nature and Scope As a leader in the Employment Development & Career Services (EDCS) department, this position is accountable for overseeing a pop-up Career Centre, as well as the JobConnections program to support the overall goals of the department. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate. General Accountability The Manager is required to manage the day-to-day operations of the Career Centres and JobConnections program. This position will oversee pop up/mobile Career Centre locations across Saskatchewan. The current pop-up Career Centre is located in La Loche. This position requires flexibility and hybrid work as the Career Centre location may change. This position will ensure that the work carried out aligns with the goals of SIIT to provide service to clients that will lead to employment and training. The incumbent is accountable to lead, train and maximize the team's effectiveness and performance to ensure the highest quality of services and timeliness of deliverables, in addition to guiding their daily work. This position will be required to travel to assigned work locations or other approved work sites in accordance with the duties and responsibilities of the role. Specific Accountabilities The Manager is responsible for ensuring that the services offered and developed by the Centre meet the needs of the area they serve as well as ensure that the Career Centre and JobConnections goals are achieved as per partnerships and agreements. The Manager is responsible for coordinating with outside agencies to build and maintain the highest professional rapport with stakeholders and funders. This includes the following broad range of accountabilities: Partnering & Teamwork Collaborate with industry stakeholders and Academic areas within SIIT to support the identification of responsive demand-based training programs Develop and maintain close connections with employers in the province to assist in their labour requirements Ensure that applicable committees are engaged in the Centre's activities and that members are reflective of the regions labour market Work with employees, employers, and agencies to identify and address employment barriers Assist employers should any problems develop with participants who are in their employment Liaise with training institutes, industry, and other agencies to identify and assist in the delivery of training and other employee development initiatives; this includes collaborating with Academics and Finance of the training delivery budgets Represent and promote SIIT through internal and external committees and events as required Partner with local First Nation communities to create awareness of the opportunities within the Career Centre network. Ensure that the relationship with the regional Labour Market Services office is well developed, maintained and positive Client Services Manage the recruitment, assessment and evaluation of clients; including assessing individuals to determine, skills, work experience, aptitude, job readiness and other abilities Manage the development and maintenance of the client data base Develop and maintain close connections with clients and assist in their development as effective workers Assist clients by providing access to employability skill development, job coaching and mentoring, and helping them to overcome barriers to employment Assist clients to positively adjust to work-site or training situations Support SIIT Program Coordinator(s) for the efficient delivery of training provided by the Centre by assessing participants' needs and desires Work with the Joint Training Committee Coordinator and the Apprenticeship system to maximize participant certification Promote the Centre and SIIT through a variety of methods. Resource Allocation and Reporting Ensure resources are allocated in accordance with the financial planning and operating budget Purchase Order coordination: distribution to vendors, creation of purchase orders, appropriate coding, and ensuring established procedures are followed Monitor progress in meeting unit objectives, project plans and priorities as set out in SIIT's Strategic Plan and stakeholder agreements Develop innovative solutions to resource challenges while ensuring alignment with and support of strategic goals and stakeholder agreements Ensure the timely completion and accuracy of file documentation, both hard copy and electronic, as required for case management and information sharing with SIIT Maintain accurate client statistics and compile monthly reports on client deliverable and outcomes Develop and plan agendas, reports and statistics and outcomes, as well as, chair and attend Committee meetings where required Work closely with the Director of Career Centres to fulfill the goals of EDCS Submit reports to Director as requested Develop annual work plan in alignment with SIIT's strategic goals Work with various partners in order secure funding for programs People Management and Leadership Coach, train and develop employees to assure growth and development of those individuals and the department as a whole Conduct regular reviews with direct reports; ensure adherence to SIIT policies and procedures Monitor and schedule vacations, overtime and other absences for direct reports, redistributing work as necessary to ensure customer service and work flow levels are maintained Ensure a positive, diverse and inclusive work and learning environment Take a lead role in building and leading the department through employee selection, coaching and development Required Qualifications and Experience: Related Post-secondary education or Journeyperson certification is required; previous experience in a leadership role is also required. Experience in assessing and counseling First Nation adults is considered an asset; experience working with Microsoft office suite of programs is required. An equivalent combination of education and experience may be considered. Knowledge of First Nations cultures and organizations would be an asset. Incumbent must have a valid driver's license and reliable transportation as travel is required. As this position is considered safety sensitive, the incumbent will be subject to testing as per SIIT's Alcohol and Substances policy.
