IMMEDIATE OPENINGS DESCRIPTION OF MAJOR JOB DUTIES Clerical Specialists (Customer Service) performs highly difficult, complex and responsible office work. In the Treasurer's Office, typical duties and responsibilities may include: handling complex public contact work by providing excellent customer service in all aspects of tax-related needs to the general public; performing cashiering duties; reviewing and processing documents and tax-related payments for completeness, accuracy and conformance with required office practices of the Wayne County Treasurer's Office and other duties as assigned. In the County Clerk's Office, typical duties and responsibilities may include: accepting receipts, fees and payments from customers; issuing receipts and entering transactions and supporting data into the cash register; distributing and reviewing assignments of subordinates; maintaining statistics relative to work received and completed; entering entry of court orders, judgments and proceedings into the Court Case Management System and other duties as assigned. In the Office of the Sheriff, the Clerical Specialist (Customer Service) performs cashier duties such as handling money, assisting customers, reconciling registers and preparing deposits; reviewing documents from customers for accuracy and completeness; notarizing Sheriff's Deeds and proofs of service, and performing other general clerical duties as assigned. ELIGIBLE PERSONS At the time of application and appointment, applicants must have: A high school diploma or its equivalent; AND At least four (4) years of full time paid clerical experience performing the following duties: data entry, processing and reviewing documents, handling public contact inquiries and maintaining files; AND At least one (1) year full-time paid cashiering experience. NOTE: Equivalent part-time experience will be assessed and credited at the discretion of the Department of Personnel/Human Resources. Completion of education at an accredited college or university may be substituted on a year for year basis for the required clerical experience. Proof of education must be submitted with application. Applicants must describe their experience and training in sufficient detail to allow evaluation of their acceptability under the above qualifications. Failure to do so will result in a rejection of their application. SPECIAL CONDITIONS In the County Clerk's Office and the Sheriff's Office, employees will be fingerprinted and/or must pass a national criminal background check before being placed in this position and periodically thereafter. EMPLOYEES IN THE TREASURER'S OFFICE WILL BE REQUIRED TO WORK MANDATORY OVERTIME DURING THE TAX SEASON EMPLOYEES MUST BE BONDABL TYPES OF TESTS A written test (100%) will be administered covering knowledge of basic math skills, general office practices, general clerical practices and procedures and related knowledges Online vitrual testing and testing at Wayne County Community College- Northwest Campus and the Guardian Building is available. Candidates must pass all the tests in order to be placed on the eligibility list. In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or other such tests as the Department may deem desirable to determine the competence of the applicants for promotion. PURPOSE The purpose of this examination is to establish an eligible list from which to fill present and future vacancies. The eligible list will remain in effect for six (6) months, but may be extended. This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list. GENERAL INFORMATION Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan. How to Apply: Applicants must complete application form (P/HR-210), which may be obtained at the office of the Department of Personnel/Human Resources. The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training. Investigation and Probationary Period: An investigation of character and past employment will be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements. Veteran's Preference: Honorably discharged war veterans who receive passing grades on examinations will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added to their score, for a possible total of fifteen (15) additional points. Requests for and proof of eligibility must be submitted at the time of the examination. Appeal of Rejection: Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted. Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
